Job Purpose:
The Head of the Hematology Department is responsible for overseeing the clinical, academic, research, and operational performance of hematology services within the hospital. This responsibility ensures that high standards of patient care are maintained, multidisciplinary teams are effectively supervised, departmental policies are developed, and efforts to advance research, training, education, and quality improvement in the field of hematology are led. Duties and Responsibilities:
Core Duties:
Clinical Services:
- Lead, supervise, and coordinate all diagnostic and therapeutic hematology services in inpatient, outpatient, and critical care (ICU) settings in accordance with national and international standards.
- Oversee the design and implementation of patient treatment plans and ensure continuity of care and quality of services.
- Manage and address complex, rare, and recurrent hematology cases, providing specialized consultation to other departments.
- Provide and lead services in hematology areas, including clinical hematology, haemato-oncology, anemia and hemoglobinopathy disorders, coagulation and thrombotic disorders, diagnosis and management of complex blood disorders, and performing bone marrow aspiration and biopsy for patients suspected of hematologic malignancies within the department.
- Ensure full compliance with accreditation standards, particularly in areas of patient safety and quality of care, medical record documentation, infection control, medication and blood transfusion safety, and staff credentialing and competency assessment.
- Actively participate in internal and external accreditation audits and inspections.
- Develop, implement, review, and update clinical protocols, guidelines, and procedures for the diagnosis and treatment of hematologic diseases.
- Monitor clinical performance indicators (CPIs), including patient outcomes, complication rates, and service quality.
- Introduce and implement corrective actions and quality improvement programs based on audit findings and incident analyses.
- Oversee patient registration, reporting, and flow management.
- Ensure timely, accurate, and standardized documentation of clinical cases, treatment plans, and patient outcomes.
- Guarantee efficient patient flow, timely interventions, and adherence to hospital quality standards.
- Ensure timely execution of medical and professional consultations.
- Adhere to professional ethics and maintain patient confidentiality.
- Supervise, guide, and collaborate with trainees, fellows, nurses, and other healthcare professionals to deliver high-quality clinical care.
- Ensure continuous clinical services while providing hands-on training for staff under education and training programs.
- Strengthen effective multidisciplinary collaboration with departments such as Oncology, Surgery, Pediatrics, ICU, Pathology, Radiology, and Palliative Care to provide comprehensive and patient-centered care.
- Perform duties as the on-call Hematology Consultant and, when necessary, secondary on-call responsibilities according to the department and hospital-approved duty roster.
Education and Training (Capacity Building):
- Lead, organize, and supervise all educational programs of the Hematology Department approved by the Postgraduate Education Office for fellows, trainees, and medical students.
- Ensure that departmental educational programs are aligned with the hospital’s academic, educational, and strategic objectives.
- Implement competency-based education (CBE) for doctors, nurses, and laboratory staff.
- Develop regular teaching schedules, clinical rotations, logbooks or registers, and systems for scientific and professional supervision and assessment of trainees, fellows, and junior doctors.
- Plan, implement, and supervise continuous medical education (CME) programs, workshops, in-service training, lectures, conferences, and scientific seminars.
- Ensure that the healthcare team is informed of the latest advances, guidelines, and innovations in clinical hematology care.
- Provide guidance, mentoring, and clinical and academic coaching to trainees, fellows, and junior staff to promote a culture of learning, professional capacity development, and ethical practice.
- Stay updated with the latest advancements in hematology and integrate new treatments, technologies, and methods into educational programs and clinical service delivery.
- Organize and actively participate in ward rounds, general patient rounds, case discussions, seminars, and regular scientific activities.
- Promote a culture of scientific excellence, professional ethics, and evidence-based medicine (EBM).
Research and Academic Excellence:
- Design, identify, support, and implement scientific, clinical, and experimental research topics based on service needs, hospital research priorities, and the policies and priorities of the Ministry of Public Health.
- Lead departmental research activities to enhance and strengthen evidence-based clinical decision-making and improve health care outcomes.
- Mobilize and manage resources, funding, and budgets required for research projects in accordance with applicable regulations.
- Ensure compliance with research ethics, Institutional Review Board (IRB/REC) regulations, and national and international standards throughout all stages of research.
- Encourage, support, and supervise the publication of scientific articles, findings, and results of clinical and experimental research in reputable national, regional, and international journals and platforms.
- Establish and strengthen scientific collaborations with universities, hospitals, research centers, and academic institutions both nationally and internationally.
- Conduct regular weekly scientific meetings, conferences, seminars, and training sessions on research methods, data analysis, and scientific outcomes.
- Enhance research knowledge and skills of departmental staff through targeted training.
- Encourage and supervise the implementation of clinical research, clinical audits, case studies, and Morbidity & Mortality (M&M) reviews.
- Utilize findings and results from audits and case studies to improve service quality and refine clinical processes.
- Lead, implement, and continuously monitor Continuous Quality Improvement (CQI) programs in accordance with national and international accreditation standards.
- Monitor, analyze, and continuously evaluate the quality of departmental activities, results, scientific achievements, and research projects, providing constructive recommendations for improvement.
Administrative Leadership and Responsibilities:
- Plan, manage, and organize departmental structure, work schedules, duty rotations, and workload management for medical and professional staff.
- Assume responsibility for all professional and administrative activities of the department, including oversight of recruitment, staffing, task assignment, and performance evaluation of medical and health personnel.
- Develop, implement, review, and update monthly, quarterly, annual, and strategic departmental plans in alignment with the hospital operational plan and the Ministry of Public Health strategic plan.
- Regularly develop, implement, and review Standard Operating Procedures (SOPs), diagnostic and treatment protocols, and care pathways to improve service quality.
- Ensure effective, standardized, and transparent use of departmental financial resources, equipment, instruments, and consumables.
- Manage the departmental budget and collaborate with the hospital finance office to ensure proper allocation, expense control, and cost efficiency.
- Work closely with hospital leadership and management teams to ensure departmental activities comply with laws, regulations, accreditation standards, and quality indicators.
- Implement scientific and professional guidelines, standards, procedures, and protocols to enhance the quality of clinical services.
- Organize, schedule, and supervise a 24-hour duty roster for departmental staff, including faculty, specialists, trainees, and fellows, considering shifts, leaves, and official holidays to ensure adequate coverage.
- Provide opportunities for leadership, mentorship, and professional development for all departmental staff.
- Actively manage and participate in morning reports to ensure the delivery of departmental services over the past 24 hours.
- Be prepared and actively participate in hospital emergencies and effectively manage services in urgent situations.
- Actively participate in hospital rounds (Round Visits) and relevant committees, including Quality and Continuous Quality Improvement (CQI), Drug and Therapeutics Committee (DTC), Morbidity & Mortality (M&M), Patient Safety, HMIS, Infection Prevention and Control (IPC), and Blood Bank & Transfusion Committees.
- Monitor compliance with professional discipline and enforce disciplinary actions according to applicable laws and regulations.
- Prepare and submit monthly, quarterly, annual, and ad-hoc reports on departmental activities, performance, and achievements to the Chief Medical Officer.
- Perform other duties assigned by the hospital management within the framework of laws, regulations, and Ministry of Public Health objectives.
Patient Safety and Quality Improvement:
- Promote and institutionalize a culture of patient safety and continuous quality improvement within the Hematology Department.
- Ensure full compliance of departmental services with health regulations, patient safety standards, and accreditation requirements.
- Continuously monitor adherence to clinical quality standards, patient safety protocols, and infection control procedures.
- Lead and implement Continuous Quality Improvement (CQI) initiatives and continuously monitor departmental performance against predefined quality indicators and clinical outcomes.
- Collaborate closely with hospital administration and quality, patient safety, and infection control committees to effectively address clinical care issues and hospital-acquired infections (HAIs).
Collaboration and Communication:
- Establish and maintain close and effective collaboration with other department heads, unit managers, senior hospital leadership, and support departments to ensure continuous, coordinated, and integrated patient care.
- Actively participate in hospital committees and provide expert input in strategic planning, setting operational objectives, and developing or reviewing major hospital policies.
- Foster a culture of collaboration, mutual support, and teamwork among faculty, staff, and trainees within the department.
- Promote interdisciplinary collaboration with departments such as the Blood Bank, Radiology, Pathology, Surgery, and other relevant units to provide comprehensive, high-quality care to hematology patients.
- Establish and maintain open, transparent, and effective communication at all levels of the department to promote a culture of trust, mutual respect, and accountability.
Patient and Family Relations:
- Promote patient-centered care and ensure patients and their families are fully informed about diagnoses, treatment plans, and preliminary information, actively engaging them in care-related decisions.
- Respond effectively, fairly, and promptly to patient and family concerns, suggestions, and complaints related to services provided by the Hematology Department.
- Continuously strive to enhance the hospital’s reputation and community trust as a center for high-quality, safe, and compassionate care.

Employment Requirements / Qualifications:
- Must be a citizen of Afghanistan.
- Age must be between 35 and 60 years.
- Educational Qualifications:
- Doctor of Medicine (MD) degree or equivalent, with a graduation certificate from a nationally or internationally recognized university, and a certified specialty qualification in Hematology, duly approved by the Ministry of Higher Education.
- Fellowship certification or advanced training in Hematology or Haemato-Oncology is preferred.
4. Work Experience:
- A minimum of 5–7 years of clinical experience after completion of specialty training in Hematology, including 3–5 years in senior medical leadership positions within a tertiary-level hospital that offers postgraduate medical education (PGME) or residency training programs.
- Proven experience in managing multidisciplinary teams of medical professionals.
- Experience in teaching and mentoring within teaching hospitals, including supervision of medical students, trainees, or fellows.
- Experience in leading clinical research, including securing research funding and publishing articles in reputable scientific journals.
5. Professional License:
- Possession of a valid medical practice license issued by the Medical Council.
6. Required Skills and Competencies:
- Proficiency in at least one of the national official languages (Pashto or Dari).
- Computer literacy and proficiency in job-related software and systems, particularly health information systems and clinical reporting platforms.
- In-depth and specialized knowledge in Hematology, particularly benign and malignant disorders, with up-to-date understanding of recent advances in diagnosis, treatment, and evidence-based care.
- Ability to train, guide, assess, and effectively supervise trainees within postgraduate specialty training and other educational programs.
- Comprehensive knowledge of healthcare regulations, patient safety protocols, clinical governance, quality improvement initiatives, and clinical audit processes.
- Strong leadership, team management, decision-making, organizational, problem-solving, and multidisciplinary teamwork skills.
- Experience and competency in conducting scientific research, academic publishing, and participation in clinical trials.
- Excellent interpersonal communication, mentoring, and professional coaching skills.
- Ability to actively contribute to strategic planning, effective implementation of departmental objectives, and coordination with other hospital departments.
- Commitment to medical ethics, integrity, professionalism, and respect for human dignity in all interactions with patients, their families, and healthcare staff.
- Ability to remain calm, composed, and make sound decisions under pressure, and to accept professional accountability for potential errors.
- Full familiarity with national and international accreditation standards and the ability to implement them at the departmental level.
