Purpose of the Position:

The Chief of the General Surgery Department will be responsible for the strategic leadership and operational oversight of the hospital’s general surgery services. This responsibility includes managing the clinical, educational, research, and administrative activities of the department to ensure the highest standards of patient care, medical education, and scientific research are met. The Chief of the General Surgery Department will work in close coordination with other department heads, the hospital management team, and healthcare staff to ensure that departmental activities are aligned with the hospital’s mission, vision, and overall objectives.

 Key Duties and Responsibilities:

   Core Duties:

     Clinical Leadership:

  1. Lead, supervise, and provide diagnostic services and perform complex general surgery procedures for patients in outpatient, inpatient, and emergency care settings, ensuring the highest standards of patient care are maintained.
  2. Oversee the clinical care of patients undergoing general surgery procedures at all stages (preoperative, intraoperative, and postoperative) in accordance with the highest care standards.
  3. Supervise the management of general surgery services (including general, emergency, elective, minimally invasive [laparoscopic] surgeries, trauma management, and urgent surgical cases), trainee education, clinical research, quality assurance, and critical care interventions.
  4. Ensure that multidisciplinary teams work in a coordinated manner to deliver comprehensive patient care.
  5. Develop, implement, and maintain protocols, guidelines, and best clinical practices in the field of general surgery within the department.
  6. Stay updated with the latest advances in general surgery and integrate new techniques and technologies to improve patient care.
  7. Organize, implement, and maintain evidence-based protocols and guidelines in general surgery.
  8. Evaluate departmental staff performance in coordination with the hospital’s human resources management.
  9. Manage complex general and laparoscopic surgery cases and provide consultation in collaboration with other hospital departments.
  10. Supervise and closely collaborate with fellows, trainees, nurses, and other healthcare professionals to ensure high-quality patient care.
  11. Ensure efficient patient flow, timely medical interventions, and full compliance with hospital protocols and quality standards.
  12. Regularly review departmental performance indicators, including patient outcomes and procedural success rates, and take corrective actions when necessary.
  13. Serve as on-call Chief Surgeon and, when required, as second on-call according to the departmental and hospital duty roster.
  14. Ensure timely execution of professional consultations and medical advisories.

Education and Training (Capacity Building):

  1. Lead and supervise general surgery and laparoscopic training programs for trainee doctors and fellows, ensuring the provision of high-quality practical and theoretical education in both clinical and academic settings.
  2. Ensure that the healthcare team’s knowledge remains up-to-date in modern practices through Continuing Medical Education (CME) programs.
  3. Facilitate clinical training, guidance, and mentorship to create an educational environment and enhance professional capacity within the department.
  4. Develop and deliver educational programs, workshops, and specialized lectures for staff of the General Surgery and Laparoscopic Surgery Department and other hospital personnel.
  5. Organize and actively participate in clinical rounds, case discussions, and specialized medical seminars.
  6. Ensure that the department’s training programs are aligned with the hospital’s academic and educational objectives.

Research and Academic Excellence:

  1. Design, identify, support, and implement scientific topics and clinical and experimental research based on the clinical needs and research priorities of the hospital and Ministry of Public Health within the respective department.
  2. Secure and provide financial resources for research projects and ensure compliance with national and international ethical standards throughout all stages of research implementation.
  3. Encourage department members to publish articles and findings from clinical and experimental research in reputable national, regional, and international journals and platforms, and foster collaboration with academic institutions, hospitals, universities, and research centers both locally and internationally.
  4. Conduct weekly scientific sessions, deliver conferences and educational seminars on research methods to promote and enhance the scientific knowledge and research skills of department staff.
  5. Continuously monitor, analyze, and evaluate the quality of activities, outcomes, and achievements of scientific and research projects, and provide recommendations for improvement within the department.

     Administrative Leadership and Responsibilities:

  1. Responsible for managing all professional and administrative operations, including oversight of recruitment, staff appointments, and performance evaluation of all medical personnel in the department.
  2. Provide opportunities for leadership, mentorship, professional growth, and development for all department staff, including faculty, trainees, and fellows.
  3. Develop and implement monthly, quarterly, annual, and strategic departmental work plans in alignment with the hospital’s operational plan and the Ministry of Public Health strategies to improve departmental performance, clinical outcomes, and patient satisfaction.
  4. Manage departmental budgets and resources to ensure proper allocation and cost-effectiveness.
  5. Collaborate effectively with the hospital leadership team to ensure departmental compliance with regulations, accreditation standards, and quality indicators.
  6. Evaluate departmental performance and take necessary measures to ensure quality, safety, and patient satisfaction.
  7. Organize and manage a 24-hour duty roster for departmental medical staff, including specialist trainers, trainee doctors, and fellows, accounting for leave and public holidays according to designated shifts.
  8. Actively participate in morning reports to ensure delivery of services over the past 24 hours in the department.
  9. Ensure the presence of all departmental personnel, including on-duty staff, in fulfilling their responsibilities.
  10. Collaborate with hospital management in implementing decisions, personnel allocation, and workflow management.
  11. Ensure implementation of scientific and professional guidelines, protocols, and procedures for diagnosis and treatment to enhance service quality in the General Surgery and Laparoscopic Department.
  12. . Maintain and enhance the quality of services in the General Surgery and Laparoscopic Department.
  13. Be prepared and actively participate in hospital emergencies to ensure effective management and delivery of urgent general and laparoscopic surgical services.
  14. . Participate in hospital-wide rounds, departmental committees (DTC, Morbidity & Mortality Reviews, Quality Improvement, HMIS), and other meetings as required by the hospital administration.
  15. Supervise, evaluate, and implement disciplinary measures for departmental staff.
  16. Submit monthly, quarterly, annual, and ad-hoc reports on departmental activities and achievements to the hospital chief physician.
  17. Perform any other duties assigned by the hospital administration in accordance with hospital and Ministry of Public Health policies, regulations, and objectives.

  Quality Assurance and Patient Safety:

  1. Promote a culture of patient safety and improve service quality within the department.
  2. Ensure full compliance with health regulations, safety standards, and accreditation requirements in all departmental activities.
  3. Ensure adherence to clinical quality standards and patient safety protocols in accordance with guidelines from the Ministry of Public Health and reputable international organizations.
  4. Lead Continuous Quality Improvement (CQI) programs and monitor departmental performance based on predefined indicators and criteria.
  5. Collaborate with the hospital administration and quality improvement committees to address issues related to patient safety, clinical care, and hospital-acquired infections (HAI).
  6. Conduct regular reviews or audits of surgical outcomes and implement corrective actions as needed.
  7. Lead Morbidity and Mortality (M&M) review sessions to continuously improve departmental performance.
  8. Maintain accreditation standards and ensure full readiness for external evaluations and formal inspections.

   Collaboration and Communication:

  1. Work closely with other department heads, senior leadership, and support units to ensure uninterrupted, integrated, and coordinated patient care across all hospital services.
  2. Actively participate in hospital-wide committees and provide expert input in strategic planning, operational objectives, and major hospital policy development.
  3. Foster a collaborative, supportive, and team-oriented work environment among faculty, staff, and trainees in the department.
  4. Ensure effective, transparent, and reciprocal communication at all departmental levels to cultivate a culture of trust, accountability, and transparency.

     Patient and Family Relations:

  1. Promote patient-centered care by providing clear and comprehensive information to patients and their families and actively involving them in decisions related to their care.
  2. Address patient and family complaints, concerns, and issues related to the General Surgery Department promptly and effectively.
  3. Strive to enhance the hospital’s reputation as a provider of high-quality and compassionate care within the community.

Employment Requirements / Qualifications:

1. Citizenship: Must be a citizen of Afghanistan.

2. Age: Must be between 35 and 60 years of age.

3. Educational Qualification:

  • Doctor of Medicine (MD) or equivalent with a specialization in General Surgery from a recognized and accredited national or international university or institution, approved by the Ministry of Higher Education.
  • Possession of a fellowship training certificate with specialized experience in laparoscopic surgery (Minimally Invasive Surgery) is preferred.

4. Work Experience:

  • A minimum of 5 to 7 years of clinical experience in general surgery, including significant experience in general and laparoscopic surgery (Minimally Invasive Surgery) with supervisory and leadership roles.
  • Proven experience in performing additional surgical and laparoscopic procedures, including trauma cases, extensive teaching of medical students, trainees, and surgical fellows, with demonstrated success in academic or scientific leadership.
  • Research experience, including participation in clinical studies and scientific publications, is considered a significant advantage.

5. Licensure:

  • Possession of a valid medical practice license from the Medical Council.

6. Skills and Competencies:

  • Proficiency in one of the national official languages (Pashto or Dari).
  • Computer literacy in programs relevant to the role.
  • Exceptional clinical skills in general surgery and advanced laparoscopic techniques with documented and traceable successful patient outcomes.
  • In-depth knowledge of general and laparoscopic surgery, medical ethics, clinical research, and academic medicine.
  • Ability to effectively manage emergency situations and be available for on-call duties as required.
  • Comprehensive understanding of gastrointestinal pathophysiology, surgical techniques, and modern medical technologies.
  • Strong leadership and management skills with the ability to lead diverse, multidisciplinary teams.
  • Ability to teach, guide, and supervise trainees in the Postgraduate Medical Education (PGME) program.
  • Excellent interpersonal communication and mentorship skills.
  • Proficiency in English (reading, writing, and speaking).
  • Capability in strategic planning and achieving departmental objectives effectively.
  • Expertise and experience in patient safety, quality improvement, and clinical audit processes.
  • Commitment to innovation, academic and scientific excellence, and patient-centered care.
  • Ability to remain calm, composed, and make logical decisions under critical conditions.
  • Demonstrated integrity and professional conduct with patients, their families, and other hospital staff.
  • Ability to accept mistakes, take responsibility, and work effectively in multidisciplinary teams.
