Consultative Meeting on Final Draft of National Health Strategy

The meeting was attended by Dr. Mohammad Hassan Ghiasy, Deputy Minister for Health Promotion and Policy; Qari Abdul Wali Sediqi, Deputy Minister for Finance and Administration; Al-Haj Sheikh Mohammad Taher Halim, the Chief of Staff; Dr. Syed Rasool Mangal, Director General of Policy and Planning; central directors of the Ministry of Public Health; Dr. Edwin Ceniza Salvador, WHO Representative for Afghanistan; Kwabena Asante, UNFPA Representative for Afghanistan; and representatives of UNICEF and other national and international partner organizations.

Addressing the meeting, the Deputy Minister for Policy and Health Promotion, Dr Muhammad Hassan Ghiasy said the core aim of the National Health Strategy is to strengthen the national health system through a systems-based approach, ensuring health equity, health security, quality service delivery, and institutional accountability.

He noted that the strategic framework, objectives, expected outcomes, national priorities, intervention pillars, and proposed programs were presented in detail, and participants were urged to provide technical and operational input—particularly on implementation, service delivery, monitoring, and coordination—to ensure the strategy is practical and can be implemented.

The Chief of Staff, Sheikh Muhammad Tahir Haleem presented comprehensive information on the strategy, describing it as a strategic choice toward achieving major national health goals through coordinated and multi-dimensional efforts.

Meanwhile, the Director General of Policy and Planning, Sayed Rasool  stated that while notable improvements have been achieved in the health sector since the establishment of the Islamic Emirate, existing gaps are expected to be addressed through the finalization and implementation of this strategy, which he described as a dynamic document aligned with national realities.

 

Representatives of national and international organizations welcomed the draft strategy, shared their recommendations, and reaffirmed their continued cooperation with the Ministry of Public Health.
