Purpose of the Position 

   The Chief of the Orthopedic Surgery Department of the hospital will provide strategic leadership and operational oversight of the hospital’s orthopedic services. This responsibility includes managing the clinical, educational, research, and administrative activities of the department to ensure the delivery of high-quality patient care, medical education, and scientific research.

The Chief of the Orthopedic Surgery Department will work closely with the heads of other departments, units, senior management, and healthcare staff to ensure that departmental activities are aligned with the hospital’s mission, vision, and overall objectives.

Key Duties and Responsibilities:

   Core Duties:

    Clinical Leadership:

  1. Lead, supervise, and manage the clinical activities of orthopedic surgical services, ensuring the provision of high-quality care to patients with musculoskeletal injuries, disorders, and deformities across outpatient, inpatient, and critical care units.
  2. Lead and perform complex orthopedic surgeries, including trauma cases, joint replacements, spinal surgeries, and other related specialties.
  3. Implement evidence-based practices and utilize the latest surgical techniques, including minimally invasive surgery, in the delivery of clinical services.
  4. Maintain an active and continuous presence in clinical care, particularly for complex or high-risk surgeries, and provide expert consultation on challenging or complicated cases.
  5. Ensure effective post-operative care management and collaborate with recovery teams to facilitate rapid patient recovery.
  6. Ensure that multidisciplinary teams work collaboratively to provide comprehensive care to patients.
  7. Develop, implement, and sustain the use of protocols, guidelines, and best evidence-based practices within the department.
  8. Supervise and collaborate with fellows, trainee doctors, nurses, and other healthcare staff to ensure the delivery of high-quality patient care.
  9. Stay informed of the latest advances in orthopedic care and integrate new techniques and technologies to improve patient care outcomes.
  10. Ensure smooth patient flow, timely interventions, and adherence to hospital protocols and quality standards.
  11. Regularly review departmental performance indicators, such as patient outcomes and procedural success rates, and implement corrective measures as needed.
  12. Serve on on-call duty and, when required, second-call duty according to the departmental and hospital on-call schedule.
  13. Ensure timely provision of medical and professional consultations as needed.

    Education and Training (Capacity Building):

  1. Lead and supervise the training programs for fellows, trainees, and medical students in the Orthopedic Surgery Department to ensure high-quality, practical, and academic orthopedic education.
  2. Ensure that the team remains up-to-date with the latest clinical advancements through Continuing Medical Education (CME) programs.
  3. Facilitate clinical teaching and mentorship to strengthen a culture of learning and professional development.
  4. Design, implement, and oversee training programs, workshops, lectures, scientific discussions, and conferences to enhance the capacity of orthopedic staff.
  5. Promote collaboration and research in orthopedic, traumatology, and related disciplines.
  6. Organize and participate in ward rounds, case discussions, and seminars.
  7. Ensure that the department’s training programs are aligned with the hospital’s academic and educational objectives.

    Research and Academic Excellence:

  1. Design, prioritize, support, and implement clinical and experimental research topics based on departmental clinical needs and hospital and Ministry of Public Health research priorities.
  2. Mobilize and secure funding for research projects and ensure compliance with national and international ethical standards throughout the research process.
  3. Encourage departmental staff to publish articles and research findings in reputable national, regional, and international journals and platforms.
  4. Promote interdisciplinary research and collaboration with other departments, academic institutions, universities, and national and international research centers.
  5. Conduct weekly scientific meetings, conferences, and educational seminars on research methods to enhance staff scientific knowledge and skills.
  6. Continuously monitor, analyze, and evaluate the quality, outcomes, and achievements of scientific and research projects, and provide recommendations for improvement.

    Administrative Leadership and Responsibilities:

  1. Manage all professional and administrative operations, including staff determination, recruitment, hiring, and performance evaluation of all medical personnel in the department.
  2. Provide leadership, mentoring, and professional development opportunities for all departmental staff, including trainers, specialists, trainees, and fellows.
  3. Develop and implement monthly, quarterly, annual, and strategic work plans aligned with the hospital operational plan and Ministry of Public Health strategic plan to improve departmental operations, clinical outcomes, and patient satisfaction.
  4. Manage the departmental budget and resources to ensure proper allocation and cost efficiency.
  5. Collaborate with hospital leadership to ensure departmental compliance with regulations, accreditation standards, and quality indicators.
  6. Evaluate departmental performance and implement corrective measures to meet quality, safety, and patient satisfaction standards.
  7. Organize and manage a 24- hour duty roster for professional staff, including trainers, trainee doctors, and fellows, taking into account holidays and official leave.
  8. Actively participate in morning reports to ensure continuous 24-hour service coverage in the department.
  9. Ensure the presence and engagement of all departmental personnel in performing their assigned duties.
  10. Collaborate with hospital management regarding decision implementation, staff allocation, and workflow management.
  11. Ensure the implementation of clinical guidelines, protocols, and procedures to improve the quality of orthopedic services.
  12. Prepare for and participate in hospital emergency events to ensure effective delivery of urgent orthopedic care.
  13. Participate in hospital-wide clinical rounds, DTC committee meetings, mortality review meetings, quality improvement committees, HMIS committees, and other committees as requested by hospital management.
  14. Monitor, manage, and implement disciplinary actions within the department when required.
  15. Prepare monthly, quarterly, annual, and ad-hoc reports on departmental activities and achievements for the Chief Medical Officer.
  16. Perform other duties assigned by hospital leadership according to laws, regulations, and hospital and Ministry objectives.

    Quality and Patient Safety:

  1. Promote a culture of patient safety and continuous quality improvement in the department.
  2. Ensure compliance with health regulations, safety standards, and accreditation requirements in the Orthopedic Surgery Department.
  3. Ensure adherence to clinical quality standards and patient safety protocols.
  4. Lead innovative initiatives for continuous quality improvement (CQI) and monitor departmental performance against established benchmarks.
  5. Collaborate with hospital management and quality improvement committees to address patient safety, clinical care, and hospital-acquired infection (HAI) issues.
  6. Conduct regular reviews and audits of orthopedic surgical outcomes and implement corrective actions as necessary.
  7. Lead mortality and complication review meetings to enhance departmental performance.
  8. Maintain accreditation standards and readiness for external evaluations.

    Collaboration and Communication:

  1. Collaborate closely with other department chiefs, unit heads, senior leadership, and support services to ensure coordinated and integrated patient care throughout the hospital.
  2. Participate in hospital-wide committees and provide input for strategic planning, operational goals, and policy development.
  3. Promote a collaborative, supportive, and team-oriented environment among faculty, staff, and trainees.
  4. Ensure open and effective communication across all levels of the department and foster a culture of transparency, trust, and mutual respect.
  5. Build and maintain strong working relationships with other clinical departments, including Emergency, Cardiology, Radiology, Anesthesia, and Critical Care, to deliver integrated orthopedic patient care.

   Patient and Family Relations:

  1. Promote patient-centered care, emphasizing effective communication and active patient and family participation in clinical decision-making.
  2. Address and resolve patient and family concerns or complaints regarding orthopedic care.
  3. Employment Requirements / Qualifications:

1. Citizenship: Must be a citizen of Afghanistan.

2. Age: Must be between 35 and 60 years of age.

3. Educational Qualifications:

  • Medical Doctor (MD) or equivalent degree with completed specialization in Orthopedic Surgery from a recognized and accredited domestic or international university or training center approved by the Ministry of Higher Education.
  • Fellowship in Trauma Surgery, Sports Medicine, Spinal Surgery, or other orthopedic sub-specialties is preferred but not mandatory.

4. Work Experience:

  • Minimum of 5–7 years of clinical experience in orthopedic surgery, including 3–5 years in leadership or supervisory roles, with expertise in trauma care and complex orthopedic procedures, particularly using minimally invasive surgical techniques.
  • Comprehensive proficiency in a wide range of orthopedic surgical procedures, including trauma, with a proven record of teaching medical students, trainees, and fellows, as well as demonstrated academic or scientific leadership.
  • Proven and practical skills in orthopedic surgical procedures.
  • Experience in scientific research, especially clinical trials, and contribution to peer-reviewed publications is considered an asset.

5. Professional License:

  • Must hold a valid medical license issued by the Medical Council.

6. Required Skills and Competencies:

  • Ability to lead and manage the department effectively.
  • Proficiency in one of the national official languages (Pashto or Dari).
  • Computer skills relevant to the position.
  • Advanced knowledge and skills in Orthopedic surgical techniques, including minimally invasive surgery, joint replacements, and spinal surgery.
  • Ability to teach, mentor, and supervise trainees in the Postgraduate Medical Education (PGME) program.
  • Ability to manage emergencies effectively and be available on-call or on standby when needed.
  • Demonstrated leadership and managerial skills, capable of guiding diverse multidisciplinary teams.
  • Strong skills in decision-making, organization, and strategic planning.
  • Excellent abilities in teaching, mentoring, and communication.
  • Proficiency in English (reading, writing, and speaking).
  • Commitment to strategic planning and achieving departmental goals.
  • Dedication to innovation, academic excellence, and patient-centered care.
  • Integrity and professional conduct in all interactions with patients, their families, and hospital staff.
  • Ability to accept mistakes, take responsibility, and work effectively in multidisciplinary teams.

  • Skills in mentorship and interpersonal communication.
  • Certification or expertise in patient safety, quality improvement, and clinical audit processes is an asset.

7. Key Performance Indicators (KPIs):

  • Clinical outcomes and high patient satisfaction rates.
  • Surgical success rates and post-operative complication rates, including survival rates, reduction of surgical errors, and prevention of adverse events.
  • Research outcomes, including publications, awards, and innovations.
  • Effectiveness of training programs and trainee performance.
  • Compliance with quality and accreditation standards (Accreditation).
