Purpose of the Position:
The Head of the Department of Anesthesiology and Critical Care is responsible for providing leadership, oversight, strategic direction, and management of all educational, clinical, and research activities, as well as quality improvement initiatives of the Department of Anesthesiology and Critical Care.
This role ensures the provision of standardized, evidence-based, safe, and high-quality anesthesia, resuscitation, emergency, and peri-operative/post-operative critical care services, in accordance with the policies and protocols of the Ministry of Public Health and international standards, and ensures that all departmental activities are aligned with the hospital’s mission, vision, and strategic objectives.

Duties and Responsibilities:
Core Duties:
Clinical Leadership:
- Supervise the quality and delivery of all types of anesthesia services, including general, regional, and local anesthesia for elective and emergency surgeries in operating theatres.
- Actively participate in pre-anesthetic assessment, intra-operative anesthesia management, and post-anesthetic care.
- Manage and supervise Intensive Care Units (ICUs) and related services to ensure high-quality care and continuous monitoring of critically ill patients.
- Lead emergency resuscitation teams (CPR / Code Blue) and train staff in resuscitation and emergency management.
- Apply evidence-based practice principles in clinical decision-making.
- Provide high-quality care to critically ill patients, including respiratory support, hemodynamic monitoring, and advanced life support (ALS).
- Collaborate with surgical teams in the management of high-risk cases.
- Establish and oversee acute and chronic pain management services.
- Ensure compliance with infection prevention and control protocols and proper medical waste management.
- Maintain close collaboration with surgical, medical, and diagnostic departments to ensure multidisciplinary patient care.
- Perform duties as on-call consultant and, when required, second on-call in accordance with approved departmental and hospital duty rosters.
- Ensure timely provision of medical and professional consultations.
Educational and Training (Capacity Building):
- Plan, organize, and supervise theoretical and practical specialty training programs in anesthesiology and critical care.
- Deliver lectures, seminars, workshops, and Continuing Medical Education (CME) programs.
- Lead and evaluate training programs for trainees, interns, and professional staff.
- Mentor and train trainees, fellows, technicians, and nurses in scientific and practical skills.
- Conduct regular evaluations of trainees’ academic and clinical progress.
- Encourage and lead scientific research and publication in reputable journals.
- Develop academic collaborations with national and international institutions.
- Conduct Morbidity and Mortality (M&M) meetings and scientific seminars.
- Collaborate in curriculum development and educational standards setting.
- Provide professional and academic feedback to trainers and trainees.
- Ensure alignment of departmental educational activities with the hospital’s academic and training objectives.
Research and Academic Excellence:
- Promote and support research activities by encouraging faculty and trainees to engage in clinical, translational, and basic science research in anesthesiology and critical care, ensuring alignment with hospital research priorities.
- Define departmental research priorities in accordance with the hospital’s health and academic goals.
- Support innovation and adoption of new technologies in anesthesiology and critical care.
- Promote evidence-based medicine and conduct clinical studies.
- Supervise the collection and analysis of departmental research data.
- Encourage and lead scientific research and innovative projects in anesthesiology and critical care.
- Contribute to scientific publications, conference presentations, and national research initiatives.
- Propose technical improvements and continuous enhancements in service delivery and education systems.
Leadership and Administrative Responsibilities:
- Manage departmental budgets and resources to ensure adequate allocation and cost-effectiveness.
- Lead and manage all activities of the Department of Anesthesiology and Critical Care.
- Develop and implement monthly, quarterly, annual, and strategic work plans aligned with hospital operational plans and Ministry of Public Health strategies to improve departmental performance, clinical outcomes, and patient satisfaction.
- Organize and supervise duty allocation, leave management, and balanced workload distribution among trainers, specialists, trainees, technical staff, and nurses.
- Conduct regular departmental meetings to review activities, challenges, and solutions.
- Ensure effective utilization of resources, including equipment, supplies, medications, and personnel.
- Supervise daily operations of operating theatres, ICUs, and recovery rooms.
- Ensure compliance with patient safety principles, infection control measures, and quality standards.
- Develop, review, and implement departmental policies, protocols, and Standard Operating Procedures (SOPs).
- Coordinate with hospital administration to ensure adequate staffing, equipment, and supplies.
- Maintain continuous coordination with other departments, particularly General Surgery, Internal Medicine, Pediatrics, and Nursing.
- Ensure compliance with hospital laws, regulations, guidelines, and protocols, and participate in accreditation and quality assurance processes.
- Conduct periodic and annual performance evaluations of departmental staff and submit reports to hospital leadership.
- Actively participate in hospital management committees, including Infection Prevention and Control and Quality Assurance and Improvement Committees.
- Prepare and manage 24-hour duty rosters for professional staff, including specialist trainers, trainees, and fellows, covering leave days and public holidays according to approved shifts.
- Manage and actively participate in morning reports to review services provided over the previous 24 hours.
- Ensure the presence and punctuality of all departmental staff, including on-call personnel.
- Remain prepared to participate in hospital emergencies to ensure effective anesthesiology-related emergency services.
- Supervise, manage, and when necessary, enforce disciplinary actions among departmental staff.
- Perform any other duties assigned by hospital leadership in accordance with hospital and Ministry regulations and objectives.
Quality Assurance and Patient Safety:
- Monitor clinical outcomes and quality indicators, including complication and mortality rates related to anesthesiology and critical care.
- Maintain and regularly review anesthesia and ICU registers and reports.
- Lead departmental participation in quality improvement initiatives, safety audits, and risk management protocols.
- Ensure full compliance with health regulations, safety standards, and accreditation requirements in all anesthesiology and resuscitation activities.
- Ensure adherence to clinical quality standards and patient safety protocols in accordance with Ministry of Public Health guidelines.
- Lead Continuous Quality Improvement (CQI) programs and monitor departmental performance based on predefined indicators and benchmarks.
- Collaborate with hospital management and quality committees to address patient safety issues, clinical care concerns, and hospital-acquired infections (HAIs).
- Lead and regularly conduct Morbidity and Mortality (M&M) reviews to ensure continuous departmental improvement.
- Maintain accreditation standards and ensure full readiness for external evaluations and official inspections.
Collaboration and Communication:
- Establish strong working relationships and close collaboration with other clinical departments, including General Surgery, General Internal Medicine, and Pain Management.
- Actively participate in hospital committees focused on improving clinical quality, patient safety, and medical education.
- Represent the department in hospital-wide planning and decision-making processes.
- Advocate for and mobilize resources required to maintain and expand anesthesiology and critical care services.
- Maintain close collaboration with department heads, senior leadership, and support units to ensure continuous, integrated, and coordinated patient care across the hospital.
- Foster a collaborative, supportive, and team-oriented work environment among faculty, staff, and trainees.
- Ensure effective, transparent, and two-way communication at all departmental levels to promote a culture of trust, accountability, and transparency.
Patient and Family Relations:
- Promote patient-centered care by providing clear and comprehensive information to patients and their families and actively involving them in care-related decision-making.
- Promptly and effectively address patient and family complaints and concerns related to anesthesiology and critical care services.
- Contribute to enhancing the hospital’s reputation as a provider of high-quality and compassionate care within the community.
Employment Requirements/ Qualifications:
- Must be a citizen of Afghanistan.
- Must be not younger than 35 years and not older than 60 years.
- Educational Qualifications:
- Medical Doctor (MD) degree or equivalent, with DNB / MS in Anesthesiology and Critical Care from recognized national or international institutions approved by the Ministry of Higher Education.
- Fellowship or advanced subspecialty training in Critical Care or Pain Management (preferred).
- Work Experience:
- Demonstrated experience in education, research, and quality improvement in anesthesiology and critical care.
- Minimum 5–7 years of post-graduation experience in clinical anesthesiology and critical care, with at least 3 years in a leadership or teaching role in a specialized or super-specialty hospital.
- Holder of a recognized MS/MD specialization certificate in anesthesiology and critical care.
- Professional License:
- Possession of a valid medical practice license issued by the Medical Council.
- Required Skills and Competencies:
- Proficiency in at least one national official language (Pashto or Dari).
- Computer literacy in job-related applications.
- Strong knowledge of healthcare management, academic systems, and national and international quality standards.
- Expertise in ICU management and advanced life support (ALS) systems.
- Familiarity with medical education standards, research, accreditation, and leadership in academic and clinical environments.
- In-depth knowledge of anesthesia procedures, patient safety, and quality improvement.
- Ability to train, mentor, and supervise trainees in Postgraduate Medical Education (PGME) programs.
- Up-to-date knowledge of modern anesthesia techniques, technologies, and medications.
- Proven experience in effective management of budgets, staff, and clinical resources.
- Strong grounding in anesthesia methodologies, medical ethics, clinical research, and academic medicine.
- Ability to manage emergencies effectively and remain available for on-call duties when required.
- Demonstrated leadership and managerial skills with the ability to lead multidisciplinary teams.
