Purpose of the Position:

The Head of the Department of Neurological Diseases (Neurology) is responsible for providing strategic leadership and operational oversight of the hospital’s neurology services. This responsibility includes the management of the Department’s clinical, educational, research, and administrative activities to ensure the implementation of the highest standards of patient care, medical education, and scientific research. The Head of the Neurology Department will work in close collaboration with Heads of other Departments, units/sections, senior management, and healthcare staff to ensure that departmental activities are aligned with the hospital’s overall mission, vision, and objectives.    ........................................................................................................................................................................................

Key Duties and Responsibilities:

 Core Duties:

  Clinical Leadership:

  1. Provide leadership and oversight of the daily operations of the Neurology Department, ensuring standardized and high-quality patient care across outpatient, emergency, inpatient, and intensive/critical care services.
  2. Lead the diagnosis, treatment, and management of neurological diseases, including complex and rare cases, and provide specialist consultation to other departments.
  3. Promote a multidisciplinary approach to patient care in coordination and collaboration with other departments and specialists to ensure comprehensive treatment.
  4. Ensure effective coordination and collaboration among multidisciplinary teams to deliver integrated and holistic neurological care to patients.
  5. Ensure efficient patient flow, timely clinical interventions, and strict adherence to hospital protocols, standards, and quality benchmarks.
  6. Supervise and support fellows, residents/trainees, nurses, and other professional staff to ensure the delivery of high-quality patient care.
  7. Develop, implement, and ensure continuous use of evidence-based protocols, clinical guidelines, best practices, and standard operating procedures within the Department.
  8. Maintain up-to-date knowledge of advances in neurology and promote the use of modern technologies in patient care, diagnosis, and treatment.
  9. Review and monitor departmental performance indicators, including patient outcomes, and introduce process improvements and corrective actions to enhance service delivery.
  10. Perform duties as the on-call consultant (first call) and, when required, second on-call, in accordance with the approved departmental and hospital duty roster.
  11. Ensure the timely provision and proper documentation of medical and professional consultations.

  Education and Training (Capacity Building):

  1. Supervise the implementation of innovative educational programs that significantly contribute to the academic development of trainees, fellows, and medical students.
  2. Facilitate clinical teaching, mentoring, and academic guidance by promoting a culture of learning and professional development.
  3. Ensure that the healthcare team remains up to date with recent advances in clinical care through the implementation of Continuous Medical Education (CME) programs.
  4. Organize and actively participate in clinical rounds, structured clinical processes, case discussions, and the delivery of academic seminars.
  5. Strengthen collaboration and promote research activities in neurosciences and related disciplines.
  6. Ensure that departmental education and training programs are aligned with the hospital’s academic and educational objectives.

  Research and Academic Excellence:

  1. Design, identify, support, and implement scientific, clinical, and experimental research topics within the Department, based on clinical needs and the research priorities of the hospital and the Ministry of Public Health.
  2. Mobilize and secure financial resources for research projects and ensure compliance with national and international ethical standards throughout all phases of research implementation.
  3. Encourage Department members to publish scientific findings and results of clinical and experimental research in reputable national, regional, and international journals and platforms, and to establish collaborations with scientific institutions, hospitals, universities, and research centers at national and international levels.
  4. Conduct regular (weekly) scientific meetings and deliver conferences and educational seminars on research methodologies to promote and enhance the scientific knowledge and research skills of Department staff.
  5. Continuously monitor, analyze, and evaluate the quality of research activities, outcomes, and scientific achievements, and provide recommendations to improve research processes within the relevant Department.

  Leadership and Administrative Duties:

  1. Provide leadership, management, and support for all professional and administrative functions of the Department, including oversight of recruitment, staffing, performance management, and professional development of all medical personnel.
  2. Develop and implement monthly, quarterly, annual, and strategic work plans for the Department in alignment with the hospital’s operational plan and the Ministry of Public Health’s strategic plan, aimed at improving departmental performance, clinical outcomes, and patient satisfaction.
  3. Develop, implement, and enforce departmental policies, procedures, and operational protocols to enhance patient care and improve the efficiency and effectiveness of departmental activities.
  4. Manage the Department’s budget and required resources to ensure appropriate allocation, cost-effectiveness, and optimal utilization of funds.
  5. Evaluate departmental performance and take corrective actions as needed to achieve quality standards, patient safety, and patient satisfaction.
  6. Prepare and manage 24-hour duty rosters for departmental professional staff, including specialist trainers, residents/trainees, and fellows, covering weekends and public holidays in accordance with approved shift schedules.
  7. Manage and actively participate in daily morning reports to ensure continuity and quality of 24-hour service delivery within the Department.
  8. Ensure the attendance, availability, and duty compliance of all departmental staff, including on-call personnel.
  9. Collaborate with the hospital management team in the implementation of decisions related to staff deployment, allocation, and job rotation.
  10. Ensure the implementation of approved clinical, scientific, and professional guidelines, standards, operational procedures, and diagnostic and treatment protocols to enhance the quality of neurology services within the Department.
  11. Maintain readiness and actively participate in hospital emergency situations to ensure effective management and delivery of neurology-related emergency services at the departmental level.
  12. Participate in hospital-wide clinical rounds, Drug and Therapeutics Committee (DTC) meetings, mortality review committees, quality improvement committees, HMIS committees, and other meetings as convened by hospital management.
  13. Collaborate with hospital leadership to ensure departmental compliance with regulatory requirements, accreditation standards, and quality indicators.
  14. Submit monthly, quarterly, annual, and ad hoc reports on departmental activities and achievements to the Medical Directorate of the Hospital.
  15. Perform any other duties assigned by the Hospital Directorate in accordance with applicable laws, regulations, and the objectives of the hospital and the Ministry of Public Health.

  Quality Assurance and Patient Safety:

  1. Promote and strengthen a culture of patient safety and continuous quality improvement (CQI) within the Department.
  2. Ensure full compliance within the Neurology Department with all health regulations, clinical quality standards, patient safety protocols, and accreditation requirements.
  3. Collaborate with hospital management and relevant quality improvement committees to appropriately address issues related to patient safety, clinical care quality, and hospital-acquired infections (HAIs).
  4. Lead and oversee Morbidity and Mortality (M&M) reviews to improve departmental performance and clinical outcomes.
  5. Conduct regular clinical audits of outcomes and processes and implement corrective and preventive measures as required.

  Coordination and Communication:

  1. Maintain close collaboration with other Department Heads, Section/Unit In-Charges, senior leadership, and support services to ensure the continuity, integration, and delivery of comprehensive patient care without interruption.
  2. Participate in all relevant hospital committees and provide effective input into strategic planning, operational objectives, and the development of hospital policies.
  3. Foster a culture of collaboration, mutual support, and teamwork among faculty members, staff, and trainees within the Department.
  4. Ensure open, effective, and timely communication across all levels of the Department, promoting a culture of transparency, trust, and mutual respect.

Patient and Family Relations:

  1. Promote and advance patient-centered care, including informing patients and actively involving them and their families in treatment and clinical decision-making processes.
  2. Address and appropriately manage complaints and concerns raised by patients and their families regarding departmental services.
  3. Strengthen the hospital’s reputation as a provider of high-quality, compassionate, and patient-focused care within the community.

 Employment Requirements/ Qualifications:

  1. Must be a citizen of Afghanistan.
  2. Must be not younger than 35 years and not older than 60 years.
  3. Educational Qualifications:
  • Doctor of Medicine (MD) or equivalent degree from a recognized university, with a specialty certificate in Neurology from reputable national or international training centers approved by the Ministry of Higher Education.
  • Completion of a Neurology fellowship program is preferred.

4. Work Experience:

  • Minimum of 5–7 years of experience in neurology practice, including at least 3–5 years in a leadership/consultant position within a hospital providing specialized services.
  • Proven teaching experience with medical students, residents/trainees, and fellows, with notable academic achievements.
  • Experience in research, clinical studies, and publication is preferred.

5. License/Certification:

  • Valid medical practice license from the Medical Council.

6. Required Skills and Competencies:

  • Proficiency in one of the national official languages (Dari or Pashto).
  • Computer literacy and ability to use software relevant to departmental and clinical duties.
  • Extensive knowledge in neurology, medical ethics, clinical research, and academic practice.
  • Ability to manage emergency situations effectively and be available for on-call duties or standby as required.
  • Deep knowledge of neuropathology and advanced medical technologies.
  • Capability to teach, guide, and supervise residents and fellows in Postgraduate Medical Education (PGME) programs.
  • Demonstrated leadership and management skills, with the ability to lead diverse and multidisciplinary teams.
  • Excellent interpersonal, mentorship, and communication skills.
  • Proficiency in English (speaking, reading, and writing) for professional purposes.
  • Ability to contribute to long-term strategic planning and effectively implement departmental objectives.
  • Expertise in patient safety, quality improvement programs, and clinical audit processes.
  • Commitment to innovation, scientific excellence, and patient-centered care.
  • Integrity and professionalism in all interactions with patients, families, and hospital staff.
  • Accountability, ability to accept mistakes, and work effectively in multidisciplinary teams.
