Job Purpose / Objective:
The Hospital Research Department Chief is responsible for the comprehensive leadership, organization, development, and oversight of all research activities within the hospital. This role ensures that research initiatives align with the hospital’s mission to advance medical knowledge and healthcare quality, improve patient care, promote evidence-based medicine, support postgraduate and subspecialty education, and generate scientific knowledge in accordance with national and international standards.
This position requires strategic leadership, management of research teams, development of research programs, mobilization of funding, and establishment of collaborations with academic institutions, government bodies, and other relevant partners.
The holder of this position is vital for maintaining the hospital’s status as a leading institution in medical research and education. The Research Department Chief works closely with other department heads, senior management, and medical staff to ensure that the department’s activities are consistent with the hospital’s mission, vision, and overall objectives.

Duties and Responsibilities
Core Duties:
Education and Mentorship:
- Develop and implement educational and mentorship programs for young researchers, trainees, fellows, medical staff, and students to enhance their skills and knowledge in the field of research.
- Encourage and support the academic growth of staff by providing access to educational resources for research training and professional development.
- Collaborate with academic, educational, and subspecialty departments to integrate research into hospital educational programs and curricula for medical students, trainees, and fellows.
- Supervise the development and implementation of innovative research programs that play a key role in the academic advancement of trainees, fellows, and medical students.
- Facilitate training and mentorship to promote a culture of learning and professional development.
- Ensure that the department’s educational programs align with the academic and educational objectives of the hospital and the Ministry of Public Health.
- Develop and deliver training programs, workshops, and lectures on research methodology, biostatistics, critical statistics, and scientific writing for research
Strategic Leadership and Research Oversight:
- Provide visionary leadership to advance the hospital’s research agenda in alignment with its goals and strategic priorities.
- Develop and implement strategies to promote a culture of scientific excellence, collaboration, and innovation in research.
- Oversee the hospital’s research policies, ensuring full compliance with ethical guidelines, regulatory requirements, and best practices in research.
- Lead the identification and prioritization of research topics based on the hospital’s institutional strengths, emerging trends in healthcare, and global research needs.
- Develop and supervise academic programs, including continuous professional development and specialized training for research professionals.
- Encourage and actively participate in research initiatives, scientific publications, and clinical studies.
- Promote interdisciplinary research and collaboration with other hospital departments, universities, and research institutions.
- Encourage and facilitate the publication of scientific articles, findings, and research outcomes in reputable national and international journals.
- Mobilize financial resources for research projects and ensure that all research activities comply with medical and research ethics principles.
- Supervise and ensure the quality of scientific manuscripts, theses, dissertations, and research reports.
- Provide corrective recommendations and strategic input to improve the hospital’s research systems and processes.
Research Program Management:
- Provide effective leadership and management of the Research Department, its staff, and multidisciplinary research teams across various fields, including clinical research, translational research, basic sciences, and public health.
- Strengthen interdepartmental and inter-institutional collaboration to enhance the hospital’s overall research capacity.
- Manage and prioritize research projects, ensuring their timely completion within the approved budget.
- Oversee research methodology, design, and implementation to ensure high standards of scientific rigor, validity, and reliability.
- Establish and supervise the Institutional Review Board / Research Ethics Committee (IRB/REC).
- Lead, manage, and support the development and capacity building of the research team.
- Establish structured systems for affiliated clinical and laboratory research units.
- Develop and implement monthly, quarterly, annual, and strategic research operational plans for the hospital, covering short-, medium-, and long-term objectives.
- Formulate, implement, and periodically review research policies, procedures, and guidelines in alignment with hospital standards and requirements.
- Supervise recruitment processes and conduct performance evaluations of all research department staff.
- Collaborate with hospital leadership to ensure compliance with regulations, accreditation standards, and quality indicators.
- Evaluate the performance of researchers and research projects based on defined performance indicators.
- Prepare and submit regular monthly, quarterly, annual, and ad-hoc reports on research activities and progress to the Medical Director and/or Hospital Director.
- Perform any other duties assigned by hospital leadership in accordance with applicable laws, regulations, and the objectives of the hospital and the Ministry of Public Health.
Research Funding and Grants:
- Identify funding opportunities and support the preparation and submission of grant and funding applications to secure external financial resources from government bodies, private foundations, and the industrial sector for research programs.
- Oversee the allocation and management of research budgets, ensuring efficient use of resources and timely financial reporting.
- Establish and maintain relationships with funding agencies, academic institutions, and industry partners to facilitate sustainable financial support for the hospital’s research programs and initiatives.
Collaboration and Stakeholder Engagement:
- Establish and strengthen partnerships with academic institutions, professional organizations, regulatory bodies, and industry partners to enhance collaborative research efforts.
- Represent the hospital at national and international forums, conferences, seminars, scientific meetings, and research consortia.
- Ensure that the Research Department maintains strong relationships with clinical and non-clinical departments to translate research findings into practical applications that improve patient care.
- Work closely with other Department Heads, senior leadership, and support services to ensure continuity of patient care and coordinated, integrated services across the hospital.
- Promote a collaborative, supportive, and team-oriented working environment among faculty members, staff, and trainees.
- Ensure open and effective communication across all levels of the department to foster a culture of transparency and trust.
Ethical Oversight and Regulatory Compliance:
- Ensure that all research activities comply with ethical standards, regulations, and Institutional Review Board (IRB) guidelines.
- Promote a safe and supportive research environment that upholds research ethics, with particular emphasis on patient safety and confidentiality.
- Regularly review and update research protocols to ensure alignment with evolving standards and regulatory requirements.
Publications and Dissemination of Research Findings:
- Oversee the publication and dissemination of research outcomes through peer-reviewed journals, conferences, and other scholarly platforms.
- Promote the hospital’s research achievements to external audiences, including media outlets, healthcare professionals, and policymakers.
- Ensure that research findings are translated into tangible outcomes that improve patient care, clinical practice, and health policy development.
- Establish and maintain a centralized database of the hospital’s research projects and scientific outputs.
Authorities and Delegated Powers:
- Approve or reject research proposals at the preliminary level in accordance with established policies.
- Recommend recruitment, promotion, and disciplinary actions for research staff.
- Access necessary data, records, and databases required for research purposes.
- Propose the execution of research Memoranda of Understanding (MoUs) with academic and scientific institutions, in consultation with hospital leadership and in accordance with Ministry of Public Health regulations.

Employment Requirements / Qualifications:
- Must be a citizen of Afghanistan.
- Age must be between 35 and 60 years.
- Educational Qualifications:
Medical Doctor (MD) or equivalent qualification, or a PhD in a relevant field (e.g., Clinical Medicine, Biomedical Sciences, Public Health) from a recognized university accredited by the Ministry of Higher Education.
Additional qualifications in research methodology, leadership, or health services management are considered an advantage.
- Work Experience:
- Minimum of 5–7 years of experience in medical research, including at least 3–5 years in leadership or managerial roles.
- Demonstrated experience in managing research programs and securing competitive research funding.
- Proven experience in mentoring and training researchers and medical specialists.
- Strong familiarity with hospital-based research environments, including ethical, legal, and regulatory aspects of clinical research.
- Documented research experience with contributions to peer-reviewed scientific publications is highly desirable.
- Licensing:
- Must hold a valid medical practice license from the Afghanistan Medical Council.
- Skills and Competencies:
- Proficiency in one of the national official languages (Dari or Pashto).
- Computer literacy in software relevant to the role.
- In-depth knowledge of hematologic malignancies, including recent advances in diagnosis and systemic therapies.
- Ability to teach, supervise, lead, and mentor trainees within the specialty training program.
- Awareness of healthcare regulations, accreditation standards, patient safety protocols, quality improvement initiatives, and clinical audit processes.
- Strong leadership, team management, decision-making, organizational, and problem-solving skills.
- Experience in clinical research, scientific publications, and clinical trials.
- Excellent communication, mentorship, and advisory skills.
- Proficiency in English (speaking, reading, and writing) for professional communication.
- Ability to participate in strategic planning and implement departmental objectives effectively.
- Integrity, professional ethics, and commitment to patient-centered care in interactions with patients, families, and staff.
- Ability to accept responsibility, acknowledge mistakes, and work effectively in multidisciplinary teams.
- Capacity to remain calm, composed, and make rational decisions in critical situations.

- Clinical and therapeutic outcomes, patient safety, and patient satisfaction.
