Background: Afghanistan is experiencing a low and concentrated HIV epidemic and among the countries in Central and South Asia that are confronted with a growing risk of HIV and AIDS, mainly due to the high incidence of people who inject drug. HIV prevalence is 4.4 % in People Who Inject Drug (PWID).

The first HIV case was reported in 1989 in Afghanistan and the Government of Islamic Republic of Afghanistan (GoIRA) has taken important steps in addressing the epidemic. The Afghanistan National Program for Control of AIDs,STI & Hepatitis (ANPASH) was established in 2003 under the leadership of the Ministry of Public Health (MoPH).

Under the leadership of ANPASH Ministry of Public Health the country is implementing National Strategic Plan (NSP-III) 2016-2020 in collaboration with several national and international agencies. The country has multi-sectorial approach to control the spread of HIV with specific interventions for key affected population, vulnerable papulation and general papulation.

Until December 2017 a total of 2522 HIV cases have been registered with the national AIDS Program, While the World Health Organization and UNAIDS have estimated this number 7,500 in the county.

Title:  Admin Officer (M/F)

Contract Duration: One year

Appointment procedure: The selection has to be through competitive process

Duties and responsibilities:

  • Writing the memos and other official and Operational letters of National Aids Control Program.
  • Handing  of  PT cash.
  • Preparing of monthly activity report.
  • Inspection the daily attendance sheet.
  • Maintaining and updating of staff filling system.
  • Overseeing from salary, and payment of staff in MoF.
  • Ensure to send monthly attendance report to finance department of GFCU.
  • Finance task assigned.
  • To make and update the daily bookkeeping in accordance with guidelines of the MoF.
  • Prepare monthly financial report.
  • Preparing cash flow statement.
  • Preparing the cash position up to date.
  • Preparing the bank reconciliation statements.
  • Maintaining the centralized books of accounts.
  • Prepare the M16’s and Allotments.
  • Follow up M16’s and allotment with budget and SDU Department on MoF.
  • Obtaining and updating information on Afghan tax income regulation.
  • Being responsible for the daily check of cash balance.
  • Requesting cash from GFCU Finance office on time by considering the required balance.

Administration Tasks:

  •  Conducting a proper inventory list of ANPASH assets and keeping it up to date using the special Format of MoPH.
  • Supervising the logbook of Vehicle.
  • Conducts monthly fuel consumption sheet for each vehicle.
  • File keeping and updating (Vehicle, Rent and lease etc.)
  • To receive narrative and financial report from GFCU.
  • To check if all required documents are available within the office system.
  • To follow up with GFCU Finance office it nest payment of LSA/FA are processed or not and confirm to the partner organization timely.
  • To share all updates with finance/Operation Manager on time and ask for support when required.
  • Any other tasks assigned by program Manager of line manager.

Qualifications:

  • At least four years’ experience in related field.
  • Must have 12 class certificate and Bachelor in Business Administration.
  • University degree /FIA/CAT certificate will be plus point if have.
  • Effective written and verbal communication.
  • Ability to effect change.
  • Ability to work with a positive interdisciplinary team approach.
  • Ability to understand both local languages (Pashto and Dari).
  • Interview and assessment skills.
  • Ability to interact with other professional.
