Background:

The Afghanistan health system has made considerable progress and health indicators have also significantly improved over the period 2003 to 2017. The key enablers for the improvements seen in the health sector are strong local stewardship, development of sound and stable policy frameworks, prioritization of investments in primary care, and implementation of BPHS and EPHS with the introduction more recently of a new rigour in performance and quality management. BPHS and EPHS have been implemented through NGOs in 31 provinces and the MoPH Strengthening Mechanism in the remaining 3 provinces. A key feature of the NGO contracts is that most of their payments are tied to performance (P4P). The Sehatmandi project mainly finances BPHS and EPHS implementation across the country for three years - July 01, 2018 to June 30, 2021 with the likelihood of extension for a further two to three years. In order to manage this health program effectively, the project also finances the system development and stewardship functions of the MoPH, though the funding of technical assistance and contractual staff required to oversee and facilitate implementation of the health services.  A key development has been the introduction of a new Performance Management Unit, with a set of Standard Operating Procedures which define a strong tracking, reporting and review regime (with sanctions and rewards for contractor under – or over – performance).

Scope of services:

The senior advisor will be responsible for driving and improving coordination of Sehatmandi project related tasks within the ministry of public health and development partners, in order to improve the reach, impact and efficiency of health services. The advisor will be based in Kabul. The senior advisor will also oversee/report the implementation of component two and three of the project. The advisor will be also responsible for performance appraisal of Sehatmandi financed staff.

Objective:

To facilitate and improve internal and external coordination, support and communication of the Sehatmandi program. The senior advisor needs to focus on component two and three of the Sehatmandi Project which is mainly managing the Sehatmandi financed staff and as well working on outreach activities such as liaison with CCAP and multisectoral nutrition activities, etc.

Responsibilities:

  • Coordinate, support, lead and follow up the implementation of Sehatmandi project with relevant department of MOPH and regularly update Sehatmandi coordinator and the World Bank task team on progress and implementation challenges;
  • Support the Sehatmandi coordination office on follow up of activities agreed between the Bank and MOPH with relevant department in MOPH, with the Ministry of Finance and with Development Partners.
  • Support the implementation of Sehatmandi component II - Strengthening the Health System and its Performance.
  • Provide support to the Sehatmandi coordination office on follow up of activities/issues related to implementation of BPHS/EPHS services and other service delivery being financed by Sehatmandi project;
  • Coordinate and Follow up the payment of NGOs/third party with GCMU, Performance Management Office (PMO) and Finance departments and ensure timely payment of Service providers.acilitate timely dissemination of assessments findings with internal and external stakeholders;
  • Support the implementation of Sehatmandi component III - Strengthening Demand and Community Accountability for Key Health Services
  • Coordination with focal point of Citizens' Charter Afghanistan Project (CCAP) on Sehatmandi related affairs
  • Contribute in procurement and contract related affaires of Social and behavioural change communications campaigns
  • Identifying implementation challenges and obstacles in the implementation of Sehatmandi project and devise and recommend practical solutions to relevant department and leadership of MOPH.
  • Oversee the performance of Sehatmandi financed staff, appraise their activities and propose reward/sanctions for those staff based on their performance.
  • Support and participate in the Sehatmandi implementation support missions.
  • Actively participate and be conversant in MOPH’s policy development and advocacy programs.
  • Attend in coordination meeting with MOPH different departments and the development partners including the World Bank.
  • Finalize Sehatmandi Program’s half yearly and annual status and progress reports.
  • Other relevant tasks as assigned by the Senior Advisor to Sehatmandi Program Coordinator.

Qualifications and experience:

  •  MD or BBA or Social sciences degree from a recognized university;
  • Bachelor degree with 7 years’ experience or Master’s degree with 5 years’ management experience in the health system strengthening and management with the government or Non-Governmental Organization (NGO);
  • Prior experience and familiarity with existing policies and strategies of the health sector of Afghanistan;
  • Good command of English and local languages;
  • Strong interpersonal, writing and communication skills.

Deliverables:

 

  • Sehatmandi Project semi-annual report developed and shared to the development partners including the World Bank, organising and facilitating dissemination meetings as necessary. To include reporting on all rewards and sanctions of contractors.
  • Tracking, supporting and reporting of the Sehatmandi project all agreed actions during review of mission’s (including the recent Mid Term Review) as set out in the Aide memoire.
  • Work plan for the Sehatmandi program developed based on the Project Appraisal Document (PAD) of Sehatmandi.
  • Regular revision of performance management SOP
  • Quarterly and Semi-annual performance review workshop conducted
  • The efficient and effective extension of the Sehatmandi project, including additional financing, the roll-over of some (revised) NGO contracts and the procurement in some provinces to replace failing NGOs.
  • Following up and providing reports on deliverables of component two and three of Sehatmandi project.
  • Conducting regular performance appraisal of Sehatmandi project financed staff to ensure they are delivering based on their TOR.
