Basic Package of Health Services (BPHS), a successful strategy for the implementation of Primary Health Care in Afghanistan
Basic Package of Health Services (BPHS), a successful strategy for the implementation of Primary Health Care in Afghanistan is implemented by the Ministry of Public Health (MoPH) in Afghanistan. MoPH has outsourced 40 national and international NGOs to deliver BPHS services to 31 provinces of Afghanistan. In the remaining 3 provinces, BPHS is delivered by MoPH through Strengthening Mechanism. BPHS has covered around 85% of Afghanistan rural areas.

Further to the monitoring of health and nutrition sector performance, public and private, MoPH seriously monitors performance of NGOs with regard to the delivery of BPHS services. Immunization is one of the important components of BPHS. Polio Eradication is one of the priority supplementary immunization activities in Afghanistan. Recently we have received reports that due to the ignoring of 3 NGOs; namely CHA, AHDS and IMC 123,000 under five years age children have not been vaccinated against polio in southern Afghanistan. We have also received reports about some problems in the performance of 2 NGOs; namely BRAC in Balkh province and BDN in Dikundi province.

We do not accept NGOs intention to create another MINISTRY within the Ministry of Public Health. The NGOs outsourced by MoPH for the implementation of BPHS should abide by the health laws and regulations of Afghanistan and respect the contracts signed with MoPH. We will not tolerate any misconduct and lack of respect to the contracts and to the Health and Nutrition strategy/policy of Afghanistan by any NGOs said Dr. S.M. Amin Fatimie, Minister of Public Health of Afghanistan.

MoPH has already issued warning letters to the mentioned NGOs and will continue further assessment and investigation. With the continuation and persistence of violation by NGOs, MoPH will consider termination of contracts of the violators.
